Madison-Kipp Corporation (MKC) operates an aluminum die-casting facility in Madison, Wisconsin. In September 2012, EPA issued a Notice of Violation alleging that MKC violated numerous provisions of their permit including use of incorrect emissions factors for chlorine and hydrochloric acid emissions; failure to calibrate monitoring equipment; failure to maintain appropriate records; and failure to calculate total hazardous air pollutants (HAP) emissions and rolling annual total HAP emissions. The Administrative Consent Order (ACO) will require MKC to implement a rigorous die-lube use and tracking system along with enhanced monitoring and reporting requirements. The ACO will bring the MKC facility into compliance with the Clean Air Act and its operating permit. EPA is concurrently issuing a Consent Agreement and Final Order which will require MKC to pay a civil penalty of $35,000 and perform two Supplemental Environmental Projects with a total cost of $180,000.
