EPA Executes Administrative Compliance Order to Bulldog Battery Corporation, Wabash, Indiana: EPA is executing an Administrative Compliance Order (ACO) under the Clean Air Act to Bulldog Battery Corporation. Bulldog Battery Corporation owns lead acid battery manufacturing facility in Wabash, Indiana and is subject to the National Emission Standards for Hazardous Air Pollutants for Lead Acid Battery Manufacturing Area Sources (NESHAP Subpart PPPPPP). EPA conducted an inspection at the facility on June 3, 2013 and issued an information request to Bulldog on January 3, 2014. EPA identified noncompliance issues associated with fabric filter inspection, pressure drop, and visible emissions records, justification of pressure drop ranges on fabric filters, and records of corrective actions taken.
The Administrative Compliance Order (ACO) was entered --- and resolves the issues identified above. The ACO requires Bulldog to implement the O&M Plan and Corrective Action Plan, and maintain records of inspections, visible emissions observations, correct actions taken, and preventative maintenance. The ACO also requires that Bulldog submit an application to the Indiana Department of Environmental Quality (IDEM) to incorporate the O&M Plan, Corrective Action Plan, and recordkeeping into a revised Registration Permit.
