Summary

During the inspection of Farmers Grain of Manteno, EPA observed that the suction system for one of the dump pits at Farmers Grain of Manteno vented directly to the ambient atmosphere outside the dump pit without being conveyed through air pollution control equipment with the requisite particulate collection efficiency. The aspiration equipment for the other dump pit also did not convey the pollution through air pollution control equipment with the requisite particulate collection efficiency. Neither dump pit closed the doors on the pits while the trucks were dumping. The ACO requires Farmers to operate a high efficiency cyclone on the West Side Dump Pit at the Manteno facility that will remove 90% of the particulate matter from that process. It also requires the elevator to operate a cartridge bag on the East Side Dump Pit at the Manteno facility that will remove 90% of the particulate matter from that pit. Farmers will also close a door on one side of each of these dump pits when the pollution controls are at risk of being overcome by wind. Farmers shall also use loadout socks, control dust from the driveways and parking areas, and keep a spreadsheet keeping track of dust control treatment on the driveways and parking areas. Finally, the ACO requires Farmers to follow the housekeeping requirements in the Illinois SIP at Rule 203(d)(9)(A) [35 Ill. Admin. Code ? 212.461(b)] including keeping a housekeeping checklist and checking the air pollution controls daily.
