On April 22, 2015, Region 6 issued a Consent Agreement and Final Order (CAFO) to Universal Pressure Pumping Inc. (UPP) located in Midland, Texas. The CAFO was for RCRA violations including failure to provide proper notification of hazardous waste activities, failure to submit required biennial reports and failure to comply with hazardous waste accumulation and manifesting requirements. The CAFO, covering 8 UPP facilities, requires UPP to certify and document compliance with the applicable RCRA regulations and imposes a civil penalty of $501,175.
