## Summary

Madison-Kipp Corporation (MKC) operates an aluminum die-casting facility in Madison, Wisconsin.  In September 2012, EPA issued a Notice of Violation alleging that MKC violated numerous provisions of their permit including use of incorrect emissions factors for chlorine and hydrochloric acid emissions; failure to calibrate monitoring equipment; failure to maintain appropriate records; and failure to calculate total hazardous air pollutants (HAP) emissions and rolling annual total HAP emissions. 

The Consent Agreement and Final Order (CAFO) will require EPA to pay a civil penalty of $35,000 and perform two Supplemental Environmental Projects with a total cost of $180,000. The first SEP, with a value of $64,000 will replace a faulty and inefficient chiller at a community center located adjacent to the MKC facility.  The second SEP, with a value of $40,000, will replace inefficient windows and frames at the facility with new, energy efficient units.  Both of these SEPs will reduce energy usage and result in the reduction of both criteria and HAP emissions.  EPA is concurrently entering into an Administrative Consent Order (ACO) which will bring the MKC facility into compliance with the Clean Air Act and its operating permit.
