HTC violated the Toxic Substances Control Act (TSCA) section 5 manufacturing and processing notices requirements when it failed to comply with the polymer exemption reporting and recordkeeping requirements under 40 C.F.R. Part 723.250 for one chemical substance. HTC also violated TSCA section 13, when it failed to certify correctly at the port of entry that a chemical shipment is subject to TSCA and is compliant with all applicable rules or orders as required by 19 C.F.R. ? 12.121(a).
