On May 8, 2015, EPA Region III executed an administrative order on consent (AOC) to Skanska Facchina Joint Venture (SFJV), resolving CWA violations of EPA?s General Permit for discharges of stormwater associated with construction activities at SFJV's Washington, D.C. construction site known as the 11th Street Corridor Project, which included the replacement of two bridges over the Anacostia River in Washington, DC. During a February 2013 inspection of the 11th Street Corridor Project construction site, EPA found that SFJV had failed to ensure that two storm drain inlets were properly maintained and failed to minimize the exposure to storm water of several petroleum products stored in containers at the site. In the AOC, SFJV agreed to ensure that it will operate and maintain all construction best management practices according to its Erosion and Sediment Control Plan. In a related administrative consent agreement, SFJV agreed to pay a $10,000 civil penalty for the construction permit violations. That consent agreement is subject to a 40 day public comment period before becoming a final administrative order.
