Region 1 settled an administrative penalty action against Specialty Minerals Inc. and Minteq International Inc. (Respondents) alleging violations of Section 313 of EPCRA. Respondents failed to complete and submit timely Toxic Release Inventory Forms for several materials manufactured, processed, or otherwise used at Respondents? North Canaan, Connecticut facility. The consent agreement and final order requires Respondents to perform a Supplemental Environmental Project (SEP) worth approximately $28,700, and pay a civil penalty of $76,500. In order to complete the SEP, Respondents will purchase and donate emergency response equipment and training materials and/or classes to the Canaan Fire Company and the Torrington Fire Department that will allow for field readings and monitoring of conditions during hazardous materials incidents and for personal protection of emergency responders who might encounter hazardous chemicals in the field. Respondents will also certify that they are currently operating in compliance with Section 313 of EPCRA and the regulations promulgated thereunder
