On June 11, 2015, EPA issued a Clean Water Act Administrative Order to the Town of Spencer, Massachusetts for violating the copper limit in its National Pollution Discharge Elimination System (NPDES) Permit. The order requires the town to submit an engineering study and schedule for bringing the treatment plant into compliance with the copper limit.
