A Consent Agreement and Final Order (CAFO) for Perstorp Polyols, Inc. (Perstorp), at its facility at 600 Matzinger Road, Toledo, Ohio (facility) will be signed to resolve violations of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for Miscellaneous Organic Chemical Manufacturing (MON), codified at 40 C.F.R. Part 63, Subpart FFFF and the NESHAP for Synthetic Organic Chemical Manufacturing Industry, codified at 40 C.F.R. Part 63, Subparts F, G, and H.
Specifically, Perstorp violated work practice standards for leak detection and repair, the MON at a certain process unit, parameter exceedances for two catalytic incinerators, and identifying two Group 1 storage vessels. These violations were identified through a November 13, 2013, inspection and subsequent information received on December 6, 2013.
Perstorp has agreed to pay a $56,250 civil penalty and perform a $500,000 supplemental environmental project (SEP) at the facility. The SEP includes the construction and operation of a new catalytic incinerator pollution control device, estimated to reduce 375 pounds of volatile organic compounds and hazardous air pollutants per year.
