H.A. Solution and Services (HASS) is a small air conditioning repair contractor in Puerto Rico. HASS attempted to imported 3,264 kilograms of HCFC-22 into the Port of San Juan, Puerto Rico, without any consumption or transfer allowances. Customs and Border Protection agents intercepted and seized the shipment. HASS has agreed not to import or attempt to import ozone depleting substances without first obtaining consumption or transfer allowances.
