On September 16, 2015, Region 10 issued a consent agreement and final order resolving Clean Water Act violations by Building Busters, Inc. d/b/a Contractors Concrete Recycling, and Monster Auto Wrecking, Inc. Respondents operate a concrete recycling and auto salvage facility in Seattle, Washington that discharges stormwater to waters of the U.S. under a Washington Department of Ecology NPDES industrial stormwater general permit. In April 2015, the respondents agreed to enter into a compliance order on consent with EPA to address NPDES general permit terms and conditions, including the installation and operation of a treatment system to address copper, zinc, lead, turbidity and hydrocarbon pollutants in its stormwater discharges. The company agreed to pay a penalty of $158,000.
