Summary

The Greater New Haven Water Pollution Control Authority has reported sanitary sewer overflows resulting in unauthorized discharges of untreated wastewater to navigable waters in violation of the Clean Water Act. The CMOM Program Assessment the Authority conducts pursuant to the Order will evaluate major aspect of the Authority?s infrastructure assets and operational practices. Based on that assessment, the Authority will generate a CMOM Corrective Action Plan that will establish a schedule for implementing infrastructure improvements and operational practices to limit further SSOs. CMOM Program Annual Reports completed under the Order will enable the State and EPA to monitor the Authority?s progress on controlling SSOs. Finally, the CMOM Program Manual will establish operational standards for Authority personnel and a benchmark against which future Authority performance can be measured.
