This is a judicial Consent Decree issued to Matson Terminals, Inc. for Clean Water Act violations. In September 2013, a pipeline operated by Matson discharged over 230,000 gallons of molasses into Honolulu Harbor. While investigating that incident, EPA discovered that the pipeline had been leaking molasses prior to that incident.
