Summary

On December 22, 2015, Region 1 entered into a Consent Agreement and Final Order with Respondent Connecticut Oil Recycling Services, LLC for violations of the Toxic Substances Control Act (TSCA). The Complaint alleges that Respondent violated Section 15 of TSCA, 15 U.S.C. ? 2604 and 40 C.F.R. ? 761.207(a) by failing to properly prepare a hazardous waste manifest for waste containing PCBs. By adding PCB contaminated waste oil to its tanker truck, combining it with waste oil collected from other customers, and then adding it to a tank at a waste oil processing facility, Respondent?s actions resulted in the PCB contamination of approximately 15,000 gallons of waste oil. Under the settlement, which is based on Respondent?s limited ability to pay, Respondent will pay $20,000. In response to EPA?s Complaint, Respondent has changed its waste handling practices in order to avoid similar penalties for violations of TSCA in the future. The Respondent?s business is located in an Environmental Justice area
