U.S. EPA and U.S. Coast Guard issued this Administrative Order for Removal, Mitigation or Prevention of a Substantial Threat of Oil Discharge, pursuant to the authority under the Clean Water Act. This Order requires Plains Pipeline, L.P. (Respondent) to immediately conduct response actions to remove the discharge or to mitigate or prevent the substantial threat of a discharge of oil or hazardous substance into or on navigable waters or adjoining shorelines.
