Respondent distributed or sold a pesticide with a label that did not contain the first aid statement on the front panel of the label, which constitutes an unlawful act, in violation of Section 12(a)(2)(S) of FIFRA. Respondent also failed to submit a Notice of Arrival on two separate occasions.
