On October 29, 2013, the NPDES Enforcement Unit conducted a compliance evaluation inspection of the Forest Meadows Subdivision in Colorado Springs, Colorado to determine compliance with the Construction General Permit issued by the Colorado Department of Public Health and Environment. Potential violations observed during the inspection included 1) failure to develop and implement a complete storm water pollution prevention plan, including site maps; 2) failure to implement and maintain site best management practices; 3) failure to conduct inspections; and 4) failure to keep required documents on-site. As a result of the failure to implement BMPs, impacts were observed to Sand Creek, which ultimately flows into the Arkansas River.
