On July 9, 2018, the U.S. District Court signed and entered the consent decree between the EPA, the Pennsylvania Department of Environmental Protection (PADEP), and MarkWest Liberty Midstream & Resources, LLC and Ohio Gathering, LLC. (MarkWest), for CAA violations at certain MarkWest natural gas compressor stations and stand-alone pigging stations in Pennsylvania and Ohio. The Decree requires that MarkWest install jumper lines to reduce emissions from high pressure pigging stations, replace existing flares at certain compressor stations, close three pigging stations, install pig ramps at approximately 200 pigging stations, and apply for state-only operating permits at certain Pennsylvania compressor stations and pigging stations to incorporate Consent Decree terms into permits. The Decree also requires that MarkWest pay a penalty of $610,000, perform supplemental environmental projects worth $2.4 million, and perform a Commonwealth Community Environmental Project. The injunctive relief is estimated to reduce VOC emissions by 981,600 pounds per year.
