Summary

EPA issued an Administrative Consent Order (ACO) and Consent Agreement and Final Order (CAFO) commencing and concluding an action against I. Schumann & Co. LLC (Schumann) for alleged violations of the Clean Air Act. The ACO/CAFO alleges that Schumann failed to route emissions from metallurgical furnaces to air pollution control equipment, failed to install a bag leak detection system, and violated particulate matter (PM) emission limits at two electric induction furnaces. The ACO requires Schumann to perform various modifications to the facility that result in the elimination of previously allowed fugitive PM emissions. Schumann will remove all fugitive emission limits and incorporate a 0% shop opacity limit in its federally enforceable permit. Schumann will also modify the permit it establish lead emission limits. The CAFO includes a supplemental environmental project (SEP) for the reduction of lead in residential and day care facilities in the Cleveland, Ohio area. The CAFO requires Schumann spend $125,000 on the SEP and pay a $40,000 penalty.
