On September 29, 2015, EPA R6 entered into a Consent Agreement and Final Order with K-Solv, L.P., a petrochemical products storage and handling facility located in Channelview, Texas. The CAFO is in response to permit violations discovered during a joint EPA Region 6-National Enforcement Investigation Center inspection of the Houston Ship Channel wherein the inspectors conducted ambient air monitoring at random locations using a Geospatial Monitoring of Air Pollutants (GMAP) mobile unit and subsequent records requests. EPA found that K-Solv failed to vent its stored acetic acid to a water scrubber as required, failed to maintain the necessary records during barge depressurizing and degassing operations, and used an unapproved monitoring method for volatile organic compounds. Since the inspection, K-Solv has spent over $1 million to upgrade storage tanks and associated equipment and to install a new, comprehensive electronic recordkeeping system.
