Respondent failed to prepare and/or submit Biennial reports and to either get a storage permit or comply with all applicable conditions to store hazardous waste without a permit such as: failure to limit the storage time for hazardous wastes; to date drums of hazardous waste; and to specify emergency equipment in Contingency Plan. The CA/FO requires Respondent to comply with provisions of RCRA and federally authorized New Jersey hazardous waste regulations that were alleged to have been violated, within 20 days of the resumption of hazardous waste management activities at the facility, and to pay a civil penalty of $17,600.
