## Summary

The Respondent owns and operates the facility located at or near 1301 N. 26th Street in Camden, NJ. Stormwater discharges from the facility drain to the immediately adjacent Delaware River. Respondent has coverage for its stormwater discharges under an expired individual NJPDES Permit. EPA conducted a Compliance Evaluation Inspection (CEI) at the Facility on May 8, 2015 and identified noncompliance items, including, but not limited to the following: Failure to develop/implement a Stormwater Pollution Prevention Plan (SPPP); failure to adequately develop and implement a Drainage Control Plan (DCP); failure to eliminate all unauthorized non-stormwater discharges or apply for NJPDES permit coverage for such discharges; failure to conduct routine inspections; and failure to implement erosion and sediment controls at its outfalls. The Administrative Order requires Respondent to comply with the terms and conditions of its NJPDES permit. The Order is being issued with an Information Request, which requires, among other things, Respondent to resume monitoring at its outfalls per the monitoring requirements in its expired permit and submit results to EPA and NJDEP, until such time that the NJPDES permit is renewed, whereupon the limits and monitoring requirements in the permit renewal will go into effect.
