Summary

EPA, Region III has commenced and resolved an administrative penalty action against CSX Transportation, Inc. (CSXT) for $45,000. EPA alleged that CSXT had violated the Clean Water Act at three of its railroad facilities: the Chesapeake Bay Pier in Baltimore, MD; the Brunswick Yard in Brunswick, MD; and the Riverside Yard in Baltimore, MD. In connection with the Chesapeake Bay Pier, EPA alleged that CSXT violated its NPDES permit because it failed to comply with good housekeeping practices on its coal and iron ore loading piers. In connection with the Brunswick Yard, EPA alleged that CSXT violated its NPDES permit because it failed cover certain dumpsters which were exposed to precipitation. Lastly, in connection with the Riverside Yard, EPA alleged that CSXT violated its NPDES permit by failing to sample a discharge.
