During a government initiated unannounced exercise conducted by EPA on June 29, 2015, the Respondent was unable to provide a means to deploy 1,000 feet of boom within a one hour period and was unable to deploy oil recovery devices within a two hour period, as required by Appendix E Section 3.0 of 40 CFR Part 112.
