On January 25, 2016, Region 10 filed a consent agreement and final order resolving violations of the Clean Water Act by Local Highway Technical Assistance Council (LHTAC) in Boise, Idaho, and Apollo, Inc. in Kennewick, Washington. Respondents, who were operators building Burma Road from Gotham Bay Road to SH97 near Coeur d'Alene, Idaho, were out of compliance with EPA's Stormwater Construction General Permit. Respondents agreed to pay a penalty of $86,000.
