On November 3, 2015, Region 1 filed an Administrative Penalty Complaint against the Town of Sunapee, New Hampshire for National Pollutant Discharge Elimination System (NPDES) permit noncompliance at its wastewater treatment facility. Specifically, EPA alleges that the Town discharged sewage sludge from its wastewater treatment facility into a navigable water of the United States without authorization of a NPDES permit issued pursuant to CWA 402 and improperly operated its wastewater treatment facility in noncompliance with its NPDES permit, both violations of CWA 301(a).
