On June 8, 2016, Region 10 filed an expedited settlement agreement to resolve Spill Prevention, Control and Countermeasure (SPCC) violations at the Port of Astoria's West Basin Marina (a/k/a West Mooring Basin) in Astoria, Oregon following a July 9, 2015 inspection. The facility includes a 366-slip marina where commercial and recreational vessels are moored. Violations include failure to include a certified SPCC plan, failure to provide integrity testing of an 18,000 gallon fuel tank and lack of inspection records. Respondent agreed to pay a penalty of $2,325 and correct the violations, including providing an updated, certified SPCC plan.
