The Respondent owns and operates a CAFO in East Meredith, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. Violations identified by EPA at the October 28, 2015 inspection include: failure to exclude animals from direct access to waters of the US, failure to properly operate and maintain manure storage structures, failure to fully implement Comprehensive Nutrient Management Plan (CNMP), and failure to retain copies of all required records. An Administrative Order is being issued to order the Facility to comply with Permit conditions.
