On January 29, 2016, Region 5 entered into an Expedited Settlement Agreement (ESA) and Final Order with Perfection Finishers, Inc. (Perfection Finishers) of Wauseon, Ohio, commencing and concluding a matter under the Resource Conservation and Recovery Act (RCRA) for a settlement amount of $8,000. EPA alleged that Perfection Finishers had failed to: label and keep closed hazardous waste satellite accumulation area containers; to include the date of accumulation on hazardous waste containers in the less than 90-day accumulation area; to provide the annual hazardous waste training in the year 2013; to conduct a weekly inspection of hazardous waste container areas; to provide hazardous waste spill control equipment; to label and keep containers of universal waste closed; to label containers of used oil with the words ?Used Oil;? and to either cease storing hazardous waste on-site for more than 90 days or to obtain a permit for such storage pursuant to RCRA and the EPA approved Ohio hazardous waste program. Prior to entering into the ESA agreement, Perfection Finishers demonstrated to EPA that it was in compliance with RCRA and its implementing regulations.
