The respondent failed to file a Form R report for lead to the Toxics Release Inventory. The respondent entered into a Consent Agreement and Final Order (CAFO) with EPA, and agreed to pay a penalty, file the Form R, and certified that it is in compliance with EPCRA as part of the CAFO.
