This is an Expedited Settlement Agreement (ESA) to resolve an administrative penalty action against Teng Chang, Inc (Respondent) of Upland, CA for violations of Title II (mobile source emission standards) of the Clean Air Act (CAA). Respondent has paid a civil administrative penalty of $1,600 to resolve this action.
