The Respondent owns and operates a CAFO in Springfield Center, New York that is not complying with the terms and conditions of the NYSDEC CAFO General Permit. Violations identified by EPA at the October 27, 2015 inspection include: failure to properly operate and maintain the Vegetated Treatment Area (VTA), failure to exclude clean water from concentrated waste areas, and failure to comply with manure application provisions in the Comprehensive Nutrient Management Plan (CNMP). An Administrative Order is being issued to order the Facility to comply with Permit conditions.
