Pollutants were discharged to a tributary of Coon Creek, which is considered a water of the United States.  The inspector determined that the water located at the discharge point of entry into the tributary of Coon Creek (Latitude 36.7916N and Longitude -95.8648W) was contaminated from brine discharges..
