Operation of the municipal solid waste landfill, including failure to screen waste materials, failure to apply daily cover, failure to compact the waste on a regular basis, failure to maintain equipment, and occurrence of open burning and open dumping are presenting public health threats. Complying measures include modification of work practices: compaction of waste and application of daily cover, development of a Health and Safety Plan, development of a Landfill Program Work Plan, equipment purchase, improvement of landfill building, worker training, installation of security gates and signage, repair of berm, fence and leachate collection system.
