Alton Materials violated Illinois SIP regulations prohibiting fugitive dust crossing a property line. At a facility inspection on May 5, 2015, Air and Radiation Division (ARD) inspectors observed fugitive dust originating from the Alton Materials facility crossing the property line.
This Administrative Consent Order (ACO) requires Alton Materials to comply with a fugitive dust plan that will require the facility to frequently water roads in and around the facility, and addresses the violations set forth in the Notice of Violation (NOV) issued to Alton Materials on September 4, 2015.
