On June 16, 2016, Region 10 filed an expedited settlement agreement to address violations of the Clean Water Act by HRN Investments 1, LLC, of Eagle, Idaho and Western Construction, Inc. of Boise, Idaho. Respondents are operators at the Harris Ranch North construction site. Western Construction, Inc., discharged pollutants to waters of the U.S. without authorization under EPA's NPDES Stormwater Construction General Permit (CGP). In addition, the Stormwater Pollution Prevention Plan did not identify all pollutant sources. The companies agreed to pay a penalty of $1,750.
