In July 2016, Region 10 settles an ESA against Coastal Manufacturing in Everett, Washington. The ESA was for $5,000. The facility qualified for ESA instead of the traditional enforcement policy because they had less than 300,000 pounds of nitrogen stored on-site. The ESA resolves violations of the hazardous substances inventory reporting requirements of the Emergency Planning and Community Right-to-Know Act.
