Respondent operates an automobile recycling facility located on Avenue P in Newark, NJ and failed to fully implement the SPPP, failed to berm the vehicle processing area that would prevent spills from entering a catch basin, failed to store batteries and engine blocks under cover protected from stormwater, and for discharges of vehicle washwater, in violation of NJPDES Auto Recycling (RVR) General Stormwater Permit.
