Summary

The Respondent violated RCRA at five of its facilities; the Callowhill Bus, Comly, Frankford Bus, Midvale Bus, and Southern Bus Garages. At Frankford, because of the lines? configuration, the Respondent failed to provide functioning line leak detectors capable of meeting the standards for detectors for the lines from two diesel fuel tanks. For one of the two diesel fuel tanks, Respondent did not have a functioning automatic line leak detector for the tank?s piping while it was installing a new detector and failed to conduct annual line tightness testing or conduct monthly monitoring for the lines from the two tanks. Also at Frankford, the Respondent did not carry out tank leak detection at three other tanks. At Midvale, the Respondent did not perform the annual line leak detector testing for a diesel fuel tank. At Frankford, Callowhill, Comly, and Southern, SEPTA did not perform line tightness testing on a total of nine tanks.
