Summary

On March 31, 2016, EPA Region 1 filed an administrative complaint (Docket No. TSCA-01-2016-0034) against Pike International, LLC (Pike), 173-175 Park LLC; 1533 Chapel LLC; Quinnipiac Gardens, Inc.; H & H Residential LLC; FOR LIFE LLC; 287 Norton, LLC; 325 Fountain, LLC; 477 Prospect, LLC; and 80 Sherman, LLC (the Property Owners) On May 25, 2017, Region 1 filed a Consent Agreement and Final Order resolving violations of TSCA, the Residential Real Estate Notification and Disclosure Rule (Disclosure Rule) and the Renovation, Repair and Painting (RRP) Rule alleged against Pike International, LLC (Pike), 173-175 Park LLC; 1533 Chapel LLC; Quinnipiac Gardens, Inc.; H & H Residential LLC; FOR LIFE LLC; 287 Norton, LLC; 325 Fountain, LLC; 477 Prospect, LLC; and 80 Sherman, LLC (the Property Owners). Pike is a real estate management company that manages numerous properties in New Haven, Connecticut. EPA inspected the Pike offices as a result of a tip from the CT Department of Public Health. Under the agreement, Respondents will pay a penalty of $12,139 and will spend at least $109,246 on a lead abatement Supplemental Environmental Project at three of their properties. Respondents also will institute a management system to ensure compliance with the Disclosure Rule and RRP Rule, and will provide documentation of its compliance with those rules. This action will help to ensure that tenants in the New Haven area will be better protected from the risks of lead-based paint.
