On July 27, 2017, Region 10 filed a consent agreement and final order with William C. Nelson and the Estate of Barbara Nelson (Respondents) to resolve Clean Water Act violations in Redmond, Washington. Respondents violated the CWA Section 301 by discharging an unspecified quantity of dredged and/or fill material into wetlands and other waters of the United States without a Department of the Army CWA Section 404 permit. Respondent agreed to pay a penalty of $10,000.
