This Administrative Consent Order requires Expera to install a wind screen to protect the adjacent community from particulate matter fugitive dust from the facility's outdoor petroleum coke piles. Expera has also agreed to limit the size of the bulk solid storage piles, limit the periods of time the materials are on site, and incorporate all best management practices into a federally enforceable state permit.
