On May 5, 2016, Region 1 filed a combined complaint and consent agreement and final order (Super CAFO) that simultaneously commenced and settled EPA?s enforcement action against Houghton Chemical Corporation (HCC) for an alleged violation of Section 7 of FIFRA, 7 U.S.C. ? 136e. The Super CAFO alleges that HCC failed to file timely an annual pesticide production report for calendar year 2014 in connection with its registered establishment in Allston, Massachusetts. HCC agreed to pay a civil penalty of $6,750 to resolve the violation. The requirement for registered establishments to report production and sales information helps EPA carry out compliance, risk assessment, and risk reduction functions important for protecting human health and the environment; without annual pesticide production reports, EPA cannot determine where and in what manner pesticides are being produced, sold, and distributed.
