On August 31, 2016, Region 1 settled an administrative complaint against Townsend Oil Co., Inc. (Townsend Oil) for Clean Water Act (CWA) violations at a fuel oil bulk plant located in Georgetown, Massachusetts. EPA alleged that Townsend Oil was in violation of the Oil Pollution Prevention regulations promulgated under CWA Section 311(j), for failing to maintain and fully implement a Spill Prevention, Control, and Countermeasure Plan at the facility. The filed Consent Agreement and Final Order requires Townsned Oil to pay a civil penalty of $30,000.
