Respondent distributed 130 gallons of used oil containing PCBs in commerce. Respondent was assessed a penalty of $4,500. The PCBs in the used oil were detected and the used oil was properly disposed. The tank that the oil had been stored in was decontaminated and all decon waste was properly disposed. Respondent is investigating changes to their procedure to prevent further violations.
