Thompson Rolec Enterprises and/or persons acting under their control, cleared, stumped, and grubbed wetlands, and excavated drainage ditches in wetlands, causing the discharge of dredged and/or fill material into jurisdictional wetlands without a permit under Section 404 of the CWA between 2009 and 2010.
