On August 30, 2016, Region 10 filed a consent agreement and final order resolving violations of the Clean Water Act by the City of Elk River. Respondent, which operates a wastewater treatment facility, exceeded its NPDES permit limits for E. coli, total suspended solids (TSS), biochemical oxygen demand (BOD), and chlorine. The City agreed to pay a penalty of $4,659.
