Respondent failed to: (1) comply with the chromium, nickel and silver MF Standard limits in violation of 40 C.F.R. 433.15; (2) monitor for all the toxic organics listed in 40 C.F.R. 433.11(e); (3) comply with TTO MF standard limit in 40 C.F.R. 433.15; (4) comply with the oil and grease MMC Pretreatment Standard limit in violation of 40 C.F.R. 464.35(e)(2); (5) promptly notify the Control Authority, EPA, in advance of any substantial change in the volume or character of pollutants in their Discharge in violation of 40 C.F.R. 403.12(j).
