This matter involves a Memorandum of Agreement (MOA) between EPA and St. Lawrence County related to the Sealand Restoration Superfund Site in the Town of Lisbon, St. Lawrence County, New York. The MOA requires the County to place an environmental easement on the Site property and to pay EPA fifty percent of the proceeds from the sale of the Property at a planned public auction. In exchange, the MOA requires EPA to release any CERCLA liens on the Property arising under Sections 107(l) and/or 107(r) of CERCLA, 42 U.S.C. 9607(l) and (r).
